1885064 - Ability to send and receive close remote tab pushes

The Sync team wants to allow the ability for users to close tabs on other devices as shown in their Synced Tabs menus across Firefox. If a user requests to close tab(s) on another device, we should queue those requests and send a push notification to the other device, which will then attempt to close the matching URLs once that device receive those requests.
