Like bug 1888299, but for after a restart, in-case we failed before.

This takes a fairly simple approach: after we've been initialized naturally
(which happens soon after startup anyway), we wait for the next "tabs" sync
to complete, then after that we wait for 5 seconds of idle time, then we
flush the queue.
Also introduces some protections to ensure we are never flushing the queue
concurrently.
