Create top level access point to saved passwords screen so that they can quickly be referenced or updated.
UX team recommendation: place “Passwords” below "Downloads" and above "Add-ons" in the current menu. In the redesign, it will remain under Downloads so this will help establish that pattern.

Hey Matt/Alexandra, this is perma failing org.mozilla.fenix.ui.MainMenuTest#verifyTabMainMenuItemsTest where it looks like the "Save to Collection" is not found in the menu anymore. Is that expected (or is it pushed off-screen)?
