1893071 - Contextual Search should enter search mode

With browser.urlbar.secondaryActions.featureGate enabled, when we are asking the user if they want to search the current site we should enter search mode for that site instead of searching directly.

I am not certain how easy / possible this will be for engines we install on demand as opposed to built-in engines, but I think it should be the same
