We've had the unicode-bidi implementation on Nightly since mozilla-124, but held it back from shipping to release while looking into performance. (See bug 1880487 comment 10, bug 1880633 comment 5, and related dependencies.) At this point I'd like to go ahead let it ride the train to release, as I don't think there's significant further work to be done.
