Note for QE: These test cases can be used to test this change.

1. Tab Strip should be enabled by default only on tablets on nightly only.
2. It should not be enabled on other form factors on nightly.
3. The secret setting shouldn't be available on nighly on any form factor.

We never released to beta, but as a sanity check, It shouldn't be available on beta on tablets or other form factors.

Verified as fixed on the latest Fenix Nightly 128.0a1 from 5/21 using a Samsung Galaxy Tab S8 Ultra (Android 12).

Tab Strip is enabled by default, only on tablets, on Nightly only. I've also checked the Beta version, and it is not available.
It is not enabled on other form factors on Nightly.
The secret setting isn't available on Nighly on any form factor.
