Details
macOS h264 system encoder support SVC (Scalable Video Coding), speficically temporal scalability, from version 11.3 and more recent, and so the WPTs testing them can't pass on the instances running 10.15, that run all WPTs today. This doesn't require any particular hardware, an Intel chip or an Apple Silicon chip will work.
