Expected Results: To have the ability to close the download dialog's window not
just minimize it
What I got: Dialog can only be minimized. This can be a issue when you have
download manager opened and click on the properties button. The download dialog
appears over dl managers window and can only be minimized.

Stesp to reproduce:

1) Specify DL manager as default
2) Start to download a file 
3) Select file that is transferring in DL manager's window, press the properties
button
4) Download dialog opens. Notice red close box is dimmed and can't close the dialog.

I'm not sure, but my guess is that this bug's component should be XP
Toolkits/Widgets and not download manager. If it makes any difference :)

On my new build there's an active close button, so this bug seems to be fixed. Nevertheless, there 
are two other related(?) issues: when download is not finished, clicking close box on title bar 
cancels the download, it shouldn't be this way. It should rather close the download dialog, but the 
download itself should still be active in background and visible after opening download manager. 
This behavior occurs only when in preferences 'open download dialog' option is chosen, in the 
other case everythig works fine. The other thing is that some other windows, like "find in this page" 
window don't have close boxes. I don't know if this is correlated, but for me it seems to be (my 
guess is that many windows in Mozilla are based on the same 'parent' window, but I don't know if 
this is true).
