1901235 - Provide distinct linux 2204 wayland worker for sudo credentials

As per https://phabricator.services.mozilla.com/D212678 we need to grant some sudo snap credentials for tasks needing to perform snap install but it would be better if we dont grant those capability to any workers.

So we'd need some variant of gecko-t/t-linux-2204-wayland that is technically exactly the same except we can grant the required scopes.
