For testing it might be useful to have a pref that disables all filtering of notifications. That way all notifications the server provides will be displayed. The pref, called something like "forceDisplayAllNotifications" or similar, should bypass all filtering logic in NotificationFilter. It shouldn't bypass the dismissed notifications filter.
