We want a system to show information to all or some users of Thunderbird within the client. The information comes from a server and includes details and conditions when it should be shown.
This meta bug tracks the implementation in the Thunderbird desktop client.

This kind of high level implementation plan question is better suited for the mailing list thread linked above. I'll answer this in context though. Yes, since the implementation is currently disabled by default and we have no intentions of removing the mechanism that disables it. We will just switch the default state once the feature is ready.
