Drag n' drop for pinned tabs doesn't work anymore due to container changed in bug 1899582. Additionally, the work done in bug 1899582 to add a fade when tabs overflow was regressed since overflow-y is set to inherit on arrowscrollbox in bug 1899582.

I ended up fixing this in bug 1899336.
