This will remove a bunch of unexpected_cfg warnings (see bug 1906220 for something similar with syn).

This also has the side effect of dropping the last use of windows-sys 0.48

Like the redox_* crates, it's a crate to support a target we don't
support. This saves us from having to audit updates to the crate.
