browser.tabs.hoverPreview.enabled setting keeps reenabling itself

Steps to reproduce:

Ever since the latest update I've been trying to disable too much stuff showing on mouseovering tabs. I figured two settings in about:config are responsible for this browser.tabs.hoverPreview.showThumbnails and browser.tabs.hoverPreview.enabled
I disabled them. The former one stays disabled, but browser.tabs.hoverPreview.enabled reenables itself each time I restart the browser.
There have been other reports of this issue, including here:

    I myself have tested it on two PCs and many different browser profiles, most of which are barely affected by any sort of customization.

Actual results:

The browser.tabs.hoverPreview.enabled setting reverts to being enabled on browser restart.

Expected results:

It should stay disabled if it's been disabled.
