As per summary. We'll need to keep an eye on talos (esp. ts_paint and startup_about_home) and check this doesn't make anything worse. We'll probably need to tweak https://searchfox.org/mozilla-central/source/browser/base/content/test/performance/browser_startup.js to allow the new module to load when it does.
