Prevent emoji reactions on old, closed bugs

As there's very likely no value in allowing emoji reactions on old bugs, we should prevent new reactions server-side and hide the add button on old resolved bugs.
Any bug with a cf_last_resolved
older than 3 months feels about right.

People already won't be able to comment in those bugs -- would letting them smash the thumbs-down give them an outlet other than filing a new bug to appeal a decision they don't like?

A thumbs-down on an old and closed bug won't be noticed. I understand that's kind of your point, but not all negative feedback is toxic.
If the feedback is valuable, a new bug is preferred. If feedback is not appropriate a moderator will step in.
