As a user with visual impairment i want to be able to navigate to a notification when it is read to me by a screen reader so that i can take action on that notification by following the link or dismissing the notification.
Notes: It is probably best to use a combination of accesskey and aria-describedby
Acceptance Criteria:
- The user has a way to navigate directly to a notification when it is announced
- the user is informed of this functionality
- tests are written
- storybook is updated

Blocked by aria-live not working in the chrome. Being worked on by mreschenberg@mozilla.com no bug number i could find.
Blocked by accesskey not working in the chrome. Workarounds are possible for this but trying to see if its possible to have this fixed.
