Uplift all the QR export patches to ESR. Due to some differences in the code base this needs adjustments to work. Given the amount of patches I'll provide a single patch to uplift in this bug instead.

Regression caused by (bug #): -
User impact if declined: Can not easily export Thunderbird desktop accounts to Thunderbird for Android.
Testing completed (on c-c, etc.): Tested throughout all the channels, including automated tests. Ran some manual tests and all the relevant automated tests in my local build for this specific patch.
Risk to taking this patch (and alternatives if risky): Medium risk, adds a new settings pane. Alternatively we'd have to redirect users to upgrade to release or beta to use this feature with the new product we're launching.
