1928705 - Ship Android Font Restrictions as part of FPP

After our experiment is conclused, it looks like we can ship Android Font Restrictions as part of Fingerprinting Protection.

• In Bug 1878911 we added the UI to let used enable FPP in ETP Custom.
• In Bug 1878407 we shipped FPP in PBMode on Fenix
• In Bug 1878913 we want to enable FPP in ETP Strict (which would apply the same protections enabled by default in PBMode to regular mode for people who opted in to ETP Strict)
• In this Bug we want to enable the Font Visibility Restrictions, which will affect PBMode and users who have configured ETP Custom
