It's curious for google to make this a P0. As a quick band-aid until these screens get formally redesigned, we might be able to make these screens cap at a max width using our new size/space tokens.

Closing the current batch of patches. History, Extensions, and Settings should be rewritten or otherwise have dedicated efforts to properly handle tablet UI instead of the band-aid I proposed.
