Steps to reproduce:

  1. Using the Customize Panel, place the New Tab Button to Toolbar, next to the Download icon
  2. Close the Customize Panel and restart the browser

Actual results:

After the restart, the New Tab button is in the Tab Bar.

Reproduced the issue with Firefox 135.0a1 (2024-12-10) on Windows 10.
The issue is verified fixed with Firefox 136.0a1 (20250109183900) and Firefox 135.0b3 (20250110123854) on Windows 10, Ubuntu 22 and macOS 14.
