Once we're convinced that we're ready to let newtab packaged as a built-in addon ride the trains, we should set --enable-browser-newtab-as-addon in the default configuration.

We'll keep the configuration flag around for a release or two just to give us the ability to reverse-course if there's something late-breaking that's discovered.
