The userScripts API has already been enabled on desktop at bug 1943050. The feature was deferred on mobile because the opt-in UI for mobile has not landed yet at the time of enabling the feature for desktop. Once bug 1931556 is resolved, the API can be enabled on Firefox for Android.
dev-doc-needed note: should be added to release notes when resolved. The API documentation itself was already covered by bug 1943050. Only the BCD needs to be updated, to set every firefox_android entry to the version of landing this patch.
