1952100 - Upgrade flatpak runtime org.freedesktop.Platform to 24.08

Steps to reproduce:

Flatpak release of Thunderbird currently uses older, but still maintained runtime 23.08. It should be upgraded to 24.08.

Runtime version is defined in https://hg.mozilla.org/comm-central/file/tip/taskcluster/docker/tb-flatpak/repack.sh#l25

Firefox did upgrade recently: https://bugzilla.mozilla.org/show_bug.cgi?id=1925839

This is still the case and affects me even in beta. We should upgrade soon. We can also expect the 25.08 version of the runtime released in a few weeks. For flatpak-beta channel, we can even enable the beta version of 25.08 so that we can roll stable dependency runtime forward to keep it up-to-date.

Could this be backported to thunderbird_esr140 branch? freedesktop-sdk 23.08 flatpak runtime is now EOL and all TB flatpak users will get continuous warning about this

I've requested uplift to beta. As soon as it's verified working, I'll request uplift to ESR.
