New mail notification actions are customisable by setting the pref mail.biff.alert.enabled_actions. This bug is about providing some UI for setting the preference. I have some ideas but I'm not opposed to somebody else doing it if they wish.

This is not the fancy overhaul of the notification preferences we all want, but it's enough to
choose which of the new actions you want.
