Some options from Settings are skipped when navigating using Tab button

Steps to reproduce

  1. Launch TB.
  2. Login with valid credentials.
  3. Go to Settings.
  4. Navigate all options using the Tab button.

Expected result

  • All elements should be highlighted while navigating with Tab button.

Actual result

Which elements are skipped? I see only the Always underline links not highlighting in your screencast which is working for me locally.

This bug has nothing to do with Bug 1959667 because beta is affected too without bug 1959667 applied.

No longer blocks: 1959667

Always underline links is in the tab sequence for me too.
