1963884 - If there are many matching tab groups when searching via URL bar, they overflow and become inaccessible

This is an S3 right now, because it's not likely that many people will have >10 groups matching a query right now (still early) and the work around is to type a more detailed query to match the overflowed groups.

Description: Today when you search in the URL bar and a large number of groups match the query, then you see a row of tab group chips, and some of them overflow the URL bar UI. Right now it is not possible to access the groups that overflow.

When you many groups open and closed, it starts to become necessary to search for groups, because you may not be sure if the group is open, closed, or maybe even what it is named exactly.

Steps to Reproduce:

Use Firefox with Tab Groups enabled and Scotch Bonnet enabled.

Create 10 or so groups that begin with the letters "Test Group 1" to "Test Group 10" 

Enter the word [Test] into the search bar

See the resulting groups appear as results in the URL bar

Actual Result:
Note that some of the groups overflow the URL bar, and cannot be accessed in any way

Expected Result:
It should be possible to see and access all the matching groups

This issue is Verified as fixed in our latest Nightly build 140.0a1 (2025-05-20), Tab groups displayed in the Search dropdown have been limited to 3.
