1988718 - (tb-doh) Thunderbird support for DNS over HTTPS

See Firefox settings, under Privacy there is a section "DNS over HTTPS"
Thunderbird should also have that. I think the actual preference network.trr.mode already works.

Firefox Bug 1610741 and Bug 1596847 would need to be ported to Thunderbird.

This likely blocks Bug 1757761.

For Thunderbird the "DNS over HTTPS" section is under Settings - General - Network & Disk Space - Connection - Settings.

Thanks, I didn't realize that is there at the end of the list (I see we have also some other smaller thing to port in this semi-shared UI).
That UI is too hidden and doesn't have the explanations nor granularity that the Firefox UI (now) has.
