Steps to reproduce:
add new account where username != localpart
(deleting '%EMAILLOCALPART%' from <username>%EMAILLOCALPART%</username> in autoconfig's xml file did not solve the problem)
Actual results:
account creation dialog is searching endlessly (spinning arrow)
Expected results:
account creation dialog should proceed and let me fix the username manually

I assume it works if you disable account hub in the settings?

I didn't know of the existence of that feature yet (didn't read any release news ;-).
Leads me to the question "why is an as 'experimental' labeled function activated per default in esr"?
I recommend 'esr' to my users (non profit organization, mostly not IT afficionates) because of stability and expected behaviour. Such decisions are contrary to 'esr' from my point of view.
As an admin I don't want them to tell 'you have to disable xy first before you can add your account'.

I think this should be fixed now, can you try again on Thunderbird Release? This should be fixed by bug 1973072.

I think bug 1992027 in my case, problem has already been solved, ESR works fine as expected.
