A few comments:
1. smileys are 'hard' defined in editorContent.css, and are thus not themeable.
2. which is a shame, as the standard smileys are not so nice.
3. because they are defined in editorContent.css, the definitions in
messageBody.css in the theme (classic/modern) part doesn't do anything.
4. why not put the faces into one image file, with image-region clipping? 
    It saves diskspace, memoryspace, and number of files in a jar (which saves
startuptime). 

Is this worth a new bug? I do think so!

Expected Results:  
One place to define the actual smiley images, being in the theme.
Or when it must be in the comm.jar itself, provide at least use a better looking
set, as it is then standard for the whole of Mozilla.

- Skinnability is indeed a dupe of bug 84950.
- You can file another bug report requesting prettier smilies.
- I'll leave the third point you raise : turning this into a bug report
concerning redundant smiley definition and updating summary accordingly.

Thunderbird has now better looking smileys. Dont know if this will also affect
Mozilla Suite though

Alfred, can you push for these getting in?  They do indeed look much better than what we currently have.
This is no longer needed for Thunderbird (See comment #7), but Seamonkey (or
the Mozilla Application Suite) is still in need for better smileys for the
MessengerComposer window.

IMHO the icons used at the moment look better than those Thunderbird uses (appear too blurred).

The only drawback of the current smileys (except of using gif instead of png) is, that they are too big.
I agree on the TB icons being not so sharp, but that is the overall style of the default TB theme (which I also don't like, that is why I have created themes such as LittleBird, Nautipolis and Walnut for FF, TB and others).

For the icons of SM, they are sharper than the current TB, but not very nice (a bit too sharp), and don't have alpha-blending with background color. And they are indeed not PNG. While I don't dislike GIF, PNG offers the option to do alphablending (so that the icon looks good on any background).

Currently we are using the smileys copied from Thunderbird which are the Tango public domain smileys => DUP to Bug 484484
