I wonder if this is really a regression from bug 1971438, which changed test_custom_retention. Does this mean that the new dropdown here with the config-based prefs is not adequately labeled for a11y?

So the history select should have an aria-label="History" in this case. The quick fix would be to add it to these strings https://searchfox.org/firefox-main/rev/1c9d86edc5d91b67ba8c858a053de40e1b98dc95/browser/locales/en-US/browser/preferences/preferences.ftl#1314-1321

A potentially better fix would be to update the config to support labelling a control by its group label, so we'd have something like:

I think this is a dupe of Bug 1999685. I have a patch attached there which should resolve it.
