Details

The test manifest TOML linter now has auto fixes for some of the skip-if conditions we use. However, the resulting auto fixes don't quite apply to our infrastructure, at the very least we still also need 18.04 for Linux. Manually re-adding that leaves us in a state where the linter will want to auto fix by removing the 18.04 condition. Since these are just warnings for now we don't have to act immediately and can wait for the auto fix to match with what we can use.
