2054539 - List all tabs menu: temporary changes for Nova Major Release to ensure continuity of access to window-specific menu options

As we descoped moving recent tab groups from the List all tabs to to the Application menu in time for release 156, we need a temporary solution that would allow users with a significant number of tabs open to access window-specific options in the List all Tabs menu (Close Duplicate Tabs and Open New Container Tab).
Currently, because these items are not sticky and are a part of the scrollable tab list, they may easily be out of view when the list is long enough.
In time for the Nova Major Release, let's please do the following:

• keep all three items sticky at the top of the list in the following order: Search All Tabs, Close Duplicate Tabs, and New Container Tabs.
• separate these three items from the Recent Tab groups section with a hairline.
• keep Current window subtitle for Nova, as it helps with clarity until we remove recent tab groups.

Eric, Emily, Amy, tagging you for visibility and noting that this is a temporary state that will remain in release for 2-4 weeks, until we implement the final spec.
