A set of refinements to the Nova app menu update banner:

• Top-card spacing: the cards at the top of the app menu (update banner, menu-message, sign-in promo, addon banners) each hand-roll their own margins, so the insets are inconsistent
• Private tabs aren't restored on restart, so the new update banner description "Your tabs will reopen" line is misleading there (see bug 2059558).
• The update-restart pulse animation is too subtle.
• The update icon does not have enough contrast in dark themes.
