2063723 - Make updates to the streamlined tab context menu for a Release Labs rollout

After successful testing in Nightly Labs and incorporating the feedback from users, we're going to ship the updated version of the tab context menu in Release Labs, behind the same pref.
Here's the updated spec with changes from the Nightly Labs variation noted.

Two small pre-existing snags that would be good to fix along with this ticket:

• Change the access key for Close Multiple as it currently clashes with Mute (both use M). This, in turn, makes it impossible to chain shortcuts (M X) to reach Close Duplicates option.
• Reopen closed tab should always stay singular. Right now, it's plural when disabled, singular when enabled (please see screenshot)

Also, please note that Helena is making updates to the macOS sharing submenu in a connected ticket, so everything inside the Share submenu on macOS will be taken care of for us.
