211002 - collapse and expand does not work if you right click on Bookmarks folder

In Bookmarks Manager there is a folder Bookmarks at the top. Clicking on - or +
beside it collapses or expands other bookmarks. But if you right click on that
folder and select Collapse / Expand nothing happens

Reproducible: Always

Steps to Reproduce:
1. Open Bookmarks Manager
2. Right click on Bookmarks folder
3. Select Collapse or Expand

Actual Results:  
Nothing happens. It does not expand nor collapse.

Expected Results:  
Should work like it does when clicking on + or - beside the folder

Confirming.
The corresponding Mozilla bug 201246 is marked FIXED since 2003-05-23. Bug
205378 is mentioned, fixing this bug, but bug 205378 is only a meta-bug, so it's
difficult to find out, which changes are needed here.
