1. Popup manager should be a selectable component above.
2. In 1.3 the popup mgr could be set for exclude all popups except from this
site AND allow popup, but exclude certain popups. Now only the former is
available. This means that for a certain site where a control popup is reqd but
it also creates advert popups, the adverts can no longer be blocked. The adverts
come from a 3rd party and it was possible to add the 3rd party to the exclusion
list manually so that only those popup were suppressed.
3. During the upgrade from 1.3 to 1.4 - the popup mgr settings are lost.
