If Internet Explorer has no favorites, Mozilla should not even create an
"Imported IE favorites" folder in Bookmarks.

Reproducible: Always

Steps to Reproduce:
1. Install and run Mozilla a PC with no IE favorites.


Actual Results:  
An empty folder called "Imported IE Favorites" is created in Bookmarks.

Expected Results:  
The "Imported IE Favorites" folder (and the <hr> above it) should not have been
created.

This bug should be added to bug 120814 (IE Favorites tracker) and is
somewhat/possibly related to bug 116712.

This problem description is in essence the description of bug 116712: an
"Imported IE Favorites" creates when there are no IE favorites to import.

The issue in bug 116712 is that an empty "Imported IE Favorites" folder does not
have an "empty" item, just a small, weird, blank box.  This point of this bug is
to never create an "Imported IE Favorites" folder at all if no IE Favorites exist.

The summary for bug 116712 is a little unclear, but the description and
comments, especially (bug 116712 comment 3) and (bug 116712 comment 7), make it
clearer.
