Apologies for the extra comment, this keyboard sucks. There is a partially hidden SELECT in the top frame of that page. You can click on it to drop down the list, but the resulting list is not scrollable.
Summary: SELECT in top frame won → SELECT in top frame won't scroll
Confirmed on WinXP Moz 2003080304. Only when it's partially visible does it do this. By select-scrolling the top frame down, you can make the SELECT works again.

This is also (currently) visible on www.naircare.com using the trunk 2004-05-09-07 build of Seamonkey on Windows XP.

Ted, do you think you could revive the testcase URL? I think this (and the other related bugs) have been fixed.
I can rewrite a testcase when I get a chance. It's not a big deal, just a frameset where the top frame contains a select but the bottom of the frame cuts off the select.
Looks fixed in 1.5. Marking WFM.
