Apologies for the extra comment, this keyboard sucks.

There is a partially hidden SELECT in the top frame of that page.  You can click
on it to drop down the list, but the resulting list is not scrollable.

Confirmed on WinXP Moz 2003080304.

Only when it's partially visible does it do this. By select-scrolling the top
frame down, you can make the SELECT works again.

Much simpler testcase I just threw together.

The display in bug 33393 is being shown, but that bug doesn't mention anything
about the scrolling.

I can rewrite a testcase when I get a chance.  It's not a big deal, just a frameset where the top frame contains a select but the bottom of the frame cuts off the select.
