shortcuts dont work with secondary layout:

Reproducible: Always

Steps to Reproduce:
1. set your keyboard to ru/us ("e.g. setxkbmap -model pc102 -layout ru,us
-variant ,basic")
2. try to use a shortcut (e.g. Ctrl+F, Alt+E) in mozilla (language pack us)


Actual Results:  
shortcuts do not work

Expected Results:  
shortcuts should work like in other applications (e.g. gedit)

I confirm this bug with the greek keyboard. When the keyboard is switched to greek keyboard shortcuts don't work. Same thing happens on both windows and ubuntu for me.

Exact duplicate of bug 340994 and bug 295614. Although the latter is confirmed, the former is more accurate. I suggest marking this bug and 295614 as duplicated of 340994, whose status should be changed to confirmed, and all data should be moved into it.

They are similar - just note that 277893 and 295614 only mention cyrillic layouts and/or copy paste shortcuts. This problem occures in all layouts, with all shortcuts in linux. This is a serious bug, and it should be dealt with quickly.
