This is a regression. There's no UI to add a saved query without running that query.
Similiar to bug 232162.
I should be able to save a query without running them by choosing it on the
query page. I might want to make a bunch of queries at once and save them later
or not run the query, just save it for a later date. An example is a query I was
making to view the bugs I reported that have changed state in the last month.

I am glad that the UI on the search page is smaller now, but I can see that some
users might have a problem with not being able to save a query unless they run
it. It would be nice to have *some* way of doing it... but I suppose at this
point it would be a feature (re-)addition.

Reassigning bugs that I'm not actively working on to the default component owner
