Adding IPv6 address support to the addressing functions in PAC would essentially
require a new PAC specification.

Darin has done some work to keep PAC from breaking as more IPv6 features are
added. Each interoperability problem should go in a function-specific bug, and
be tracked against PAC meta bug 79893.

This tracking bug is for implementing IPv6 support, and should have only general
implementation discussion. Each function should have a bug.

I would like to see if a general coding style for support could be discussed
here. From reading the existing PAC function code, it seems like several
aproaches are mixed together, some harder to read or test than others.
