This is with Firefox 0.8.
From a Windows XP user account that contains a non-ASCII letter (Cäcilia), 
I could not send mail; it complained about the TEMP directory not being found; 
the message revealed that the user name had been mangled.
After reconfiguring the temp directory to something outside the user data 
area, it worked.

Steps to Reproduce:
1. create Windows account Cäcilia and use it
2. run Firefox
3. compose a mail and try to send it




I consider the severity to be Major because the normal user will not 
have the clue to reconfigure the temp directory; also it's not a nice 
work-around.
Same thing is Bug 248957. Please try TB 0.7.1, there was some work for profiles
with non-ascii chars.
Try current builds like 1.0 RC.
