It takes effect only after you perform some tab related operation or restart the browser. Reproducible: Always Steps to Reproduce: 1. Open Firefox with only one tab (with hide option already checked) 2. Go into prefs, uncheck option. 3. Press OK Actual Results: Nothing visible happened (but the pref did get changed). Expected Results: Firefox should show the tab bar as soon as you press OK, and show the one tab in it. Conversely, if you're switching the pref on, and only have one tab open, then the tab bar should disappear immediately, but it doesn't.
