In the Bookmarks menu, dragging a bookmark around deposits it where you'd expect
it.  However, the folders of bookmarks are not draggable.  This is inconsistent
with expected behavior.

If you hold Shift or Alt, you can drag the folder.  That makes sense for folders
on the personal toolbar (IMO, see bug 235244), but it makes less sense for
folders in menus.

This is occuring with Live Bookmarks as well, which are folders of bookmarks. 
They are not drag and drop enabled at all, unless you go through the Bookmark
Manager.

If you look at the normal Windows XP UI that people are used to, we see exactly
the same things we talk about here in the "Start Menu". There is a setting to
completely disable drag'n'drop (might be a good idea to have such a setting for
people with Mouse "disabilities"), but once you allow drag'n'drop, you are
allowed to do this with items AND folders.
Everything else is similar to Fx:
Menu has single items, folders with items and subfolders etc.
One click on an item opens (starts) it, one click on an Folder opens it (faster
than hovering above it), double click on an Folder opens the Folder in an extra
Folder-View (this could be our Feedview, see also bug #303106), why not simply
stick to this Windows UI behavior People are used to (at least for Fx for Windows)?

Shamelessly setting blocking1.8b4 because of the fear of having an inconsistent
UI for the whole 1.5 timeframe -while this could potentially be easy to fix at
this time?
Bookmarks Folders and Live Bookmarks should be draggable without shift in
Bookmarks Menu but still need shift (status quo) in Bookmarks Toolbar
(preferably documented). Thanks for an decision.
