Steps to reproduce:
1. Run 
seamonkey32e.exe----ftp://sweetlou/products/client/seamonkey/windows/32bit/x86/2
000-01-25-09-M14/seamonkey32e.exe
2. Download occurs, Preparing smartupdate message appears
3. -201 error window appears, installation halts
Severity: normal → blocker
according to ssu, workaround for this bug is to copy the xpi files to your 
system, and extract them all to the same directory manually.
