When you close all browser windows and open a new one, the bookmarks toolbar is
blank

Reproducible: Always
Steps to Reproduce:
1. close all browser windows
2. open a new one

Actual Results:  
the bookmarks toolbar was blank

Expected Results:  
the bookmarks toolbar should have the correct information

Confirming. Also occurs when you minimize all windows to the dock.

Additionally, the address bar in this window loses functionality. You can type
an address in it but hitting return has no effect.
