When you are browsing with tabs, it should create a bookmark when you drag the
tab into the bookmarks toolbar. It is more intuitive (for me) to drag the tab
icon into it than to drag the url bar icon since the tab icons have more visual
association with the website.

Reproducible: Always
Steps to Reproduce:
1. Create multiple tabs.
2. Drag the tab icon to the bookmarks toolbar.

Actual Results:  
The url is not bookmarked.

Expected Results:  
Bookmark the url.
