The site should create a random password and email it to a user if a password needs to be reset.
If admins are running around resetting passwords then we have a problem. Users should be able to reset their own passwords, functionality which is currently missing. So there's no e-mail to link to from this bug. Most likely this bug will end up being part of Bug 255322 for the greater function.

Changed the change password function: (1) Added a new password mail. Works for both old--> new and admin-generated resets. (2) Removed the ability for admins/editors to specify an exact password. Its now auto-generated and e-mailed w/o being shown. (3) Removed the ability for editors to touch an admin's password.
