User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7) Gecko/20040707 Firefox/0.9.2
Build Identifier: version 0.7+ (20040802) - and other recent versions

In earlier Tb versions with a global inbox, adding filters for certain accounts
lead to a msgFilterRules.dat file in the 'local' account folder.
I was a bit disappointed that this meant that I couldn't use the account
information anymore but moved all of my filter rules into this file. They were
all automatically used whenever I downloaded new mail, access to the filters was
possible via the filter settings for any account (at least I think so, I had
usually created the rules with a text editor).
With the newer versions, the file is still there but can't be accessed via the
Tb GUI anymore. And the filters don't work automatically anymore. However, they
still do work when applied manually with the 'run filters on folder' command.
An option to have filters applied to either the local inbox or _all_ accounts
would be extremely useful, as some rules apply to all of my accounts.

Reproducible: Always
Steps to Reproduce:
1. move the msgFilterRules.dat file of one account to the 'local' folder
2. disable the filters for this account via the GUI or remove the
msgFilterRules.dat from the respective folder
3. download new messages for this account and see that no filter actions are
performed
4. click on 'run filters on folder' -> filters work (but can't be edited via the
GUI)
Well, obviously, it doesn't work that way any longer.

Duping to the new request for enhancement filed by the implementor of deferred
POP accounts.
